Directive (EU) 2023/2413 of the European Parliament and of the Council of 18 October 2023 on the promotion of the use of energy from renewable sources.

Flanders:

The Energy Decree of 19 November 2010, Articles 8.4.1 and 8.5.1.

The Ministerial Decree with the general provisions on energy performance regulation, energy performance certificates and certification of contractors and installers, among other Articles 48, 49 and 50, and Annexes 2 and 3. Title 2, Chapter 7 also applies to RESCert.
